Joseph Maddy was born in Wellington, Kansas, in 1891, to parents who were teachers. He attended the Wichita College of Music, where he studied the violin and joined the Minneapolis Symphony Orchestra.
In 1918 in Rochester, New York, Maddy became the nation's first supervisor of instrumental music. He later taught music at Morton High School in Richmond, Indiana. While there, he formed the first national high school orchestra in 1926. In 1928, he formed the National Music Camp.
